The system of voluntary certification of food lubricants "Eurasian Register of Food Lubricants" was registered by the Federal Agency for Technical Regulation and Metrology (ROSSTANDART) in 2022 (Certificate No. ROSS RU. Z2641. 04PSHS0).
System distribution area (certification objects): lubricants used in the production of food products, cosmetic and medical preparations, and drinking water supply.
Lubricants are used in food enterprises as a lubricant for parts and equipment, as an anticorrosive coating, as a separating agent where accidental contact with food is possible and in those production sites where there is a potential possibility of getting lubricants into food.
The quantities of lubricants used should be as small as possible to meet the desired technical specifications.
The system is designed to meet all safety requirements for the use of lubricants in the production of food products, cosmetics and medical products, and drinking water supply.
The system of voluntary certification of food lubricants "Eurasian Register of Food Lubricants" is the first and only system of certification of food lubricants in Russia, based both on the world experience in the admission of lubricants in contact with food, and on the requirements of the Eurasian Union.
Types of EAC FM tolerances
Food grade lubricants are divided into seven types (categories) of tolerances:
EAC FM H1, EAC FM H2, EAC FM 3H, EAC FM НT1, EAC FM НT2, EAC FM НХ1, EAC FM НХ2:
- Class EAC FM Н1 - regulates oils and lubricants for applications where accidental contact with food is possible. The ingredients of these lubricants and oils must comply with FDA 21 CFR 178.3570. These lubricants can be used in various friction units, mechanisms, systems of food processing, transportation and packaging equipment.
- Class EAC FM Н2 — this is a permit for use in food production equipment, when the contact of the lubricant with the food product is excluded.
- Class EAC FM 3H - separation agents. These products are used on grills, bread pans, cutters, boning tables, cutting boards or other hard surface materials that come in contact with meat and poultry products to prevent food from sticking during processing. Acceptable ingredients include edible oils, mineral oil conforming to section 172.878 of Section 21 CFR, substances that comply with Sections 182 or 184 GRAS, and defoamers conforming to section 21 CFR173.340 (a) (1) or(a) (2).
- Class EAC FM HT1 regulates oils - heat carriers, when accidental contact with food is possible. The ingredients of these oils must comply with FDA 21 CFR 178.3570.
- Class EAC FM НT2 - heat transfer oils in food production equipment, when the contact of the lubricant with the food product is excluded.
- Class EAC FM HX1 - individual components for use in lubricants with EAC FM H1 approval (accidental contact with food). EAC FM HX1 ingredients must meet the requirements of the EAC FM H1 category listed above.
- Class EAC FM HX2 - components for use in lubricants with EAC FM H2 approval (non-food contact). EAC FM HX2 ingredients must meet the requirements of the EAC FM H2 category.

List of required documents for obtaining EAC FM admission

- Authorized documents of the applicant (OGRN, TIN, Bank card, Charter);
- Product recipe on the applicant's letterhead (with the CAS number of each component), Application Form #2;
- Registered MSDS Safety Data Sheet developed in accordance with GOST 30333;
- Product samples (the number of samples is agreed with the laboratories);
- Declaration of Conformity to the Technical Regulations of the Customs Union TR CU 030/2012 "On Requirements for Lubricants, Oils and Special Liquids";
- Test reports based on which the declaration of conformity was registered.
Operating scheme

Cost of the EAC FM admission procedure
The cost of the admission procedure depends on the complexity of the component composition of the product, as well as on the volume of the set of documents provided by the applicant.
| Service name | Term of submission |
|---|---|
| Evaluation of the Application and submitted documentation | 1-2 business days |
| Evaluation of each component of the recipe | 1-2 business days |
| Conducting laboratory tests of products in an accredited laboratory. testing laboratory | 15 working days |
| Passing an expert examination and obtaining an Expert opinion (EZ) | 3-5 business days |
| Admission assignment with registration in the register in electronic form | 3-5 business days |
In case of a positive decision on accepting the application for product certification, the certification body and the customer conclude a contract based on the labor cost assessment, with 100% prepayment of the contract.
Terms of the EAC FM admission procedure:
The time required to obtain an EAC FM permit is estimated by studying the documentation provided by the customer.
Documents are considered by the expert within three working days from the moment of their receipt. If necessary, assistance is provided in the development and registration of missing documents.
The duration of the EAC FM admission procedure depends on the scope of the expert's work.
Provision of additional services:
- Development of the MSDS safety data sheet (evaluated upon submission of documents);
- Registration of the MSDS safety data sheet (evaluated when submitting documents);
- Development of a service station organization standard (evaluated when submitting documents);
- Additional laboratory tests;
- EZ Expert Opinion;
Advantages of EAC FM admission
- Exclusive line-up check;
- Testing products for acute toxicity by ingestion;
- Passing an expert examination and obtaining an Expert opinion (EZ);
- Annual confirmation of product safety (inspection control) in the form of testing and expert evaluation;
- Reconciliation of labels for compliance with warning labels for the food industry, as well as for the norms of Technical regulations;
- One-stop shop for obtaining permits;
- Guarantee of" listing " of products on a domestic resource;
- Food safety and reducing the risk of food poisoning by consumers;
- Higher level of trust of food manufacturers in the brand of the lubricant manufacturer;
- Competitive advantage.
Cardinal difference from analogs:
In general, NSF International's withdrawal from Russia underscores the importance of developing a local certification and standardization system capable of ensuring product quality and safety in accordance with international standards.
